How does the Housing Assistance Program work? Funds are allocated to the U.S. Department of Housing and Urban Development (HUD), by the US government. Then, the funds will be distributed to public housing authorities, or PHAs, across the nation.

Basically, every county has its own public housing authority that determines which residents receive assistance. However, the three main types of housing assistance- house choice vouchers, public housing, and Section 8 project-based rental assistance, are all funded by the HUD.

Housing Choice Voucher Program Section 8 – Who Pays the Housing Payment?

If you qualify for the HUD housing program, the PHA will contact you and a housing voucher will be provided to you and your household.

With the voucher, you can find suitable housing anywhere in the United States. A suitable home must be inspected for safety, have reasonably priced rent, and be owned by an individual or company who agrees to participate in the government housing assistance program.

However, if the applicant’s current home meets the above guidelines, then he or she may use the housing voucher for that residence. The recipient will have only 60 days to find an adequate apartment, although an extension may be requested if needed.

So, after securing an apartment, the Public Housing Authority (PHA) will then pay a subsidized amount to the recipient’s landlord (80%). The recipient will be responsible for the remaining 20%. Moreover, there are places where housing assistance helps recipients buy a home.

Eligibility for Housing Assistance Program

There are certain requirements you need to meet to qualify for low-income housing assistance.

  • You will have to contact your local public housing authority (PHA) to apply.
  • The recipient’s household income must be less than 50% of the median income in that particular area.
  • You must provide your previous rental history, the names and salary information of each person residing with you
  • Present address and employment information
  • Present the reason for requesting assistance.

If the information you provided pleases the PHA, it means you will qualify for the support.

So, your eligibility is determined based on annual gross income; whether you qualify as elderly, a person with a disability, or as a family; and U.S. citizenship or eligible immigration status

If you are interested in applying for public housing, contact your local PHA. If you have an issue contacting the HA, contact the local HUD Field Office. The application must be written. Either you or the HA representative will fill it out.

How to Apply for HUD Low-income Housing

To apply for the housing assistance, do the following

  • Locate the PHA office in your state
  • Request for the Housing Assistance application form
  • An HA usually needs to collect the following information to determine eligibility:
  • Names of all persons who would be living in the unit, their sex, date of birth, and relationship to the family head;
  • Your present address and phone number
  • Family characteristics (e.g., veteran) or circumstances (e.g., living in substandard housing) that might qualify the family for tenant selection preferences
  • Names and addresses of your current and previous landlords for details about your family’s suitability as a tenant;
  • An estimate of your family’s anticipated income for the next one year and the sources of that income
  • The names and addresses of employers, banks, and any other information

The PHA also may visit you in your home to interview you and your family members to see how you manage the upkeep of your current home.
